The world of One Piece and all the adventures within is mostly told through the lens of the pirates, and for good reason, seeing as the major character strives to be the King of Pirates. However, because the story is from a pirate’s point of view, fans usually paint the World Government and consequently, the Marines, in a bad light. But regardless of that, it stands that the World Government still technically reigns supreme in the world of One Piece. And their main branch, the Marines, are still major players in every significant event. For them to remain major players, the Marines have to be able to keep up with the pirates, to match them strength for strength. And they do this perfectly, with extremely powerful characters. Some of who are able to go toe to toe with even the strongest pirates. Although most of these characters are male, there are several female marines strong enough to compete with the New World’s most powerful challenges. Time to find out who are the 8 Strongest Female Marines in One Piece.
8. Bell-mere
Bell-mere is the adoptive mother of Nami and is the first female Marine to be introduced in One Piece. The series revealed that, in her youth, Bell-mere was a notorious troublemaker. This made her decision to join the Marines very surprising to the villagers of Cocoyashi Village. Before her retirement, Belle-mere reached the rank of Ensign or higher as a result of her exploits during her service. And, although most of her screen time is after her retirement, we see several instances of her being an absolute badass.
A typical example was shown in the animated series when Belle-mere learned of Shiki’s escape from Impel Down. She calmly declared that if the pirate ever attacked East Blue, she would stop him herself. The statement alone reeks of her skill and confidence from her many years battling pirates as a marine. Bell-mere was also perceptive enough to sense Arlong when the fish-man and his crew tried to attack her. And she further showed her skill when she managed to pin Arlong himself to the ground with a rifle in his mouth. She was so swift that either Arlong or his crew could not react to the threat.
7. Hibari
Hibari is a recently introduced character and made her debut during One Piece’s Egghead Arc. At this point, we don’t know much about Hibari yet, with the exception of her close relationship with Koby. This is to the point that she, along with Helmeppo, approached and pleaded with Prince Grus to rescue Koby. This was after he was kidnapped by the Blackbeard Pirates and taken to Hachinosu.
Hibari holds the status of Commander in the Marines. This would normally put her on the same level as the deceased Donquixote Rosinante and Ripper of the 153rd Brand. However, Hibari is also a member of the elusive SWORD. This implies that her real combat ability probably far surpasses what her rank would indicate. To this point, Hibari proved her skill with her debut. She was able to easily use Vegapunk’s gunpowder-modifying GP Flower technology in order to neutralize enemy guns by turning their ammunition into flowers. But, even with normal weapons like the rifle she wields for combat, Hibari showed her mettle as an extremely proficient sniper. She was able to provide long-range support for her allies. Also, she was able to disarm a whole crowd of gunmen while remaining undetected.
6. Tashigi
Tashigi is one of the few female Marine characters that we’ve followed since the beginning. Often seen at the side of Vice Admiral Smoker, Tashigi was first introduced during the Loguetown Arc. We get to see her as a Master Chief Petty Officer and seems to be just an average swordswoman with too high an opinion of herself. However, since then, Tashigi has shown immense growth. In both her role as a Marine officer and as an established swordswoman in her own right. Since her original debut, she’s been shown several times throughout the series. Each time she displays a level of growth that shows that she’s well-earned her position of Captain after the Time-Skip. Her new position provides her with considerable command over lower-ranking Marines, which greatly increases her power and influence in the series.
That being said, Tashigi is naturally a swordswoman at heart and predominantly fights using swords. Her sword, the Meito Shigure, and the Gentle Blade Type are her go-to’s against her foes. Her skill is such that Tashigi was able to precisely deflect an enemy’s cannonball with her katana. Just like the way that Mihawk deflects bullets. However, swordsmanship isn’t the only thing Tashigi has going for her. The Marine Commander is also a skilled user of the Rokushiki Arts. She’s shown proficiency in using Soru to avoid snowballs during her fight with Monet on Punk Hazard. In the same fight, Tashigi also used Armament Haki to cut Monet, a Logia-Type User and cause her to bleed.
5. Hina
Also known as “Black Cage,” Hina is a Marine Rear Admiral and another female character we’ve followed for a long time. Although she was originally introduced as a Captain, Hina was promoted to Rear Admiral. She is the leader of the Black Cage Corps, and also a close friend of Smoker. She almost regularly gets him out of situations where his own acts would have gotten him fired. Hina is the wielder of the Ori Ori no Mi, a Paramecia-Type Devil Fruit. It allows her to create iron bars or bindings on her opponents. She swipes her limbs through her target, and as the victim passes through her body, the body part turns into an iron restraint that encases her target. The body part she uses for this regenerates immediately, with no apparent side-effect. It also allows Hina to extend long iron bars from her body.
She uses it to either attack her opponents or trap them in a cage of black iron. Hina is able to incapacitate several people at once with this ability, making her formidable on any battlefield. But, though her Devil Fruit forms a central part of her fighting prowess, it is far from the only card in her deck. The Marine Rear-Admiral has also proven herself to be highly proficient in unarmed fighting. She easily defeats Mr. 2 Bon Kurei in an unarmed fight. Hina was also perceptive enough to pierce through the disguises worn by Miss Goldenweek, Mr. 5, and Miss Valentine just by looking at their wanted posters. And, when two of the three escaped her capture, she was cunning enough to stage an execution of Miss Valentine in order to draw the rest out, which shows her cunning.
4. Kujaku
Kujaku is a recently introduced character to the series and made her debut during the Egghead Arc. She’s the grand-daughter of Vice Admiral Tsuru, and the second Marine Rear Admiral on this list. This would normally put her on a comparable level to Hina, however, Kujaku is also a member of SWORD. This implies that her power level is probably far higher than her rank would indicate. Also, considering the fact that SWORD isn’t technically affiliated with the World Government, Kujaku has limited freedom to disregard orders from her superiors when the situation demands it.
That being said, her rank as a Rear-Admiral means she has authority over all lower-ranking Marines. However, Kujaku’s true strength comes from her Devil Fruit, the Muchi Muchi no Mi. It’s a Paramecia-type fruit that gives her the ability to command anything she lashes with her whips. The Fruit allows Kujaku to implant obedience into whatever she strikes with her whip, with no known limitation. Her commands can affect people, inanimate, and even immobile objects such as buildings. Kujaku proved this when she used her ability to force buildings to clear out and encircle a group of pirates on the island of Hachinosu.
3. Doll
Doll is the first female Marine Vice-Admiral on the list and is the Commander of the G-14 Marine Base. Unfortunately, not much is known about Doll due to the limited screen time she’s gotten throughout the series. However, her position as a Vice Admiral implies a strength comparable to more notable figures like Smoker, Momonga, and Doberman. In the same way, as a Vice Admiral, Doll has the power to command a Buster Call. This is lauded as the greatest display of the Marine’s strength. Her position also gives her authority over all lower-ranking members of the Marines, which increases her relative strength.
Since all Vice Admirals are known to possess Haki, it stands to reason that Doll is an accomplished user of at least one of the three types. Especially Armament Haki, as she’s been shown to be able to damage a Mark III Pacifista with just a kick. This feat would be impossible without a mastery of Haki. Doll was also able to sense the arrival of Jaygarcia Saturn on Egghead Island. He is one of the Five Elders of the World Government. This shows her proficiency in Observation Haki.
2. Gion
Better known by her alias, Momousagi, Gion is another Vice Admiral and is one of the highest-ranking female Marines alongside Doll and Tsuru. Gion has made sporadic appearances throughout the series—like in the One Piece Film: Gold. But she hasn’t actually been involved in any of the major conflicts so far. It’s been revealed that she has a close relationship with fellow Vice Admiral Tsuru and other of her peers. But none of that makes Gion worthy of being on this list. As a Vice Admiral, Gion has full authority over every other lower-ranking Marine. She is also able to command a Buster Call. However, Gion’s true power lies in sword skills, and the Vice Admiral is known to be an established swordswoman, generally wielding the Meito sword, Konpira as her main weapon.
And, her skill is so great that, during the Timeskip, Gion was considered as a viable candidate to become one of the Marine Admirals. However, Admirals Fugitora and Aramaki were picked instead. Nonetheless, the fact that Gion was considered alongside individuals with such powerful abilities speaks volumes of her fighting prowess and skill. Furthermore, as a Vice Admiral, Gion is able to use at least one of the three Haki types, though her proficiency in them hasn’t yet been shown. Still, as a potential Admiral candidate, it isn’t difficult to imagine the level of power Gion must wield on the battlefield.
1. Tsuru
Despite her age, Vice Admiral Tsuru is still widely recognized as one of strongest Marines till date, able to keep up with and demolish some of the series’ most powerful characters even though she’s far from her prime. As a veteran soldier, Tsuru is one of the most well-known Marines in the world and is a notable figure on the level of Sengoku and Garp. Probably because of her past experiences, Tsuru is an exceptionally gifted tactician and is able to come up with new plans and strategies on the spot. Her skill has earned her the nickname “Great Staff,” and she’s often looked towards as an advisor in important situations. However, Tsuru’s power doesn’t just lie in her influence and wisdom. Despite her advanced age, Tsuru was able to strike fear into the heart of Doflamingo, an extremely powerful pirate even before he became a Warlord of the Sea.
It was so bad that Doflamingo was forced to flee just at the sight of the Vice Admiral’s ship in the distance. And he kept fleeing from her constant pursuit despite his initial plans. And, even when Doflamingo was later recognized as a Warlord, he still showed respect to Tsuru, which was a stark contrast to the contempt he typically displays to all Marine officers. That fact alone shows Tsuru’s incredible strength and prowess in battle. However, Tsuru is also the wielder of the Woshu Woshu no Mi, Paramecia-Type Devil Fruit, which allows her to literally “wash and hang out to dry” her opponents as if they were clothes. This ability is extremely effective at disabling her targets as it renders them incapable of movement. Furthermore, her Fruit is also able to “clean” a certain amount of evil off her victims, which makes it especially dangerous for pirates.
