Power types are the lead forces in One Piece: Pirate Warriors 4. Brute forces of strength, these characters are able to blow apart a battlefield in no time with just a few well-placed attacks. Though they’re formidable fighters, not every Power type character stands equal, and these are the top tier. Use these any time to either rack up quick wins, or just blow off steam by smashing through everything in your way.

9. Big Mom
Big Mom is one of the best examples of how One Piece utilizes its Full Force Burst attacks with its new type system. With Big Mom, she’s able to briefly go from a Power type to a Sky type with a massive boost in strength. Her regular attacks with Zeus and Prometheus are already able to wipe the floor with multiple enemies, but when she turns and adds Napoleon to the mix it’s unstoppable. She’s a menace, and tears hordes of normal enemies to shreds with no problem at all.
Otherwise, in battle, her strong attacks are a great damage dealer, and her massive size gives the advantage of a wide attack area. There’s next to nothing that can stop Big Mom once she’s in a rage, and she has the bonus of another attack that heals her while damaging everyone. She more than lives up to her status as an Emperor of the Sea.
8. Kozuki Oden
Oden was born to boil! Though he boils most of the battlefield along with him. His massive size, along with dual sword techniques, make him an amazing player for heavy slashing attacks that maintain a good damage area around him. It takes a little time and dedication to level him, but it’s worth the time as he can become one of the strongest characters the game offers. His speed might not be the greatest, but he packs a mighty punch in every slice.
Bonus, he’s one of the few characters gifted with the ability of Conqueror Haki. It’s not the greatest at level one, but bringing this skill up can one hit most normal foes. Oden is probably one of the most well-balanced fighters in the game, despite being a DLC character added later.
7. Blackbeard
He’s a wildcard already in the story of One Piece, but Blackbeard becomes an absolute menace thanks to his Devil Fruit powers. He’s able to harness both the Tremor-Tremor Fruit stolen from Whitebeard and his own Dark-Dark Fruit. His Full-Force Burst only enhances his darkness attacks too, making all of his moves even more devastating. The only downside in Pirate Warriors 4 is that he no longer has his single Fruit-based moveset from before the time skip.
Still, he has a decently good range with his Dark-Dark Powers, which will hold enemies down for long periods so they can be thrashed. Otherwise, the Tremor-Tremor Fruit powers have an almost all-encompassing area of effect. From just hits that shake the ground to tilting the earth itself, Blackbeard utilizes both of his powers with reckless abandon. He makes an awesome fighter for both up close and distance fighting, with his large size and many trap abilities giving him the upper hand.
6. Akainu
Number One Doughnut Maker Akainu is a massive powerful fighter that has some damn good moves to change the tides. Tides of magma, that is. He rains down magma meteors around him in addition to his many other magma traps. It’s not just these that give him the edge over other Power types though. When he goes into Full-Force Burst and assumes Logia form, he turns to magma and increases his attack radius. Even better, he sets enemies on fire as they come near.
This guy packs punches too, as Akainu forms massive fists of magma for many of his special moves. His strength starts out decently high. Once leveled and scaled well with health and the stamina to keep combos up though, he destroys. It’s incredibly easy to recreate the slaughter at Marineford when playing as Akainu.
5. Eustass Kid
Kid is a dark horse in the Power types, as he’s also somewhat of a Technique type when he activates his Full Force Burst. It magnetizes him, making huge shards swirl around him while attaching to his arms. There’s a lot that goes into it, but it’s a fantastic way to get some breathing room when surrounded. Kid has decent strength and speed to back it up too, but he’s mostly focused on using the brute force of metal. His special attacks give a wide area of effect with decently quick recharge time to keep him in the fight.
While he has a decent long-distance attack, Kid’s real usefulness lies in his stacking Metal Arms. As Kid fights he attracts scraps of metal that will stack over his arms. The color will change, but with each of the three levels, the arms get greater strength and reach. It’s a unique mechanic to the character, but isn’t well explained from the start. Long story short, the more metal Kid gets, the more damage he does.
4. Shanks
Of course Shanks is on this list. Would there be a list of the strongest Power types without Shanks on it? He’s a fantastic character in both strength and speed, but has the drawback of not much to go off of. When Pirate Warriors 4 was released One Piece Film Red was still on the distant horizon, and nothing was given for Shanks’ fighting style. That’s going to be remedied with the new DLC pack and rumored Film Red Shanks.
That said, despite his inaccuracies for fighting, he’s a badass combatant. Most of his moveset stems from his sword, and tons of attacks infused with Haki. His Full Force Burst gives a massive boost to strength, speed, and defense along with an incredible buff of Conqueror Haki.
3. Roronoa Zoro
Hard to get a list of Power types without the second strongest Straw Hat behind Luffy. Zoro is a damn fine fighter and able to clear the battlefield with very little effort. His wide slices for attacks, as well as charged attack abilities, allow him to easily clear rooms. There’s not much that can stand in Zoro’s way when he can find it. His Full Force Burst, Pirate Hunter, expands his attack reach and strength even more. A lot of his combos are great for juggling enemies around.
Zoro’s special attacks shine for allowing him to clear large crowds with little effort with the right placement. Zoro becomes a true phenom around the battlefield as he grows in strength, and his attacks often cover the entire playing field when he performs specials.
2. Whitebeard
Whitebeard has the advantage of being a massive character with an equally massive weapon. He swings that thing around for huge damage, able to take out huge crowds in just a single swing. His Full Force Burst puts even more power behind the attacks and sets tremors off around him.
Whitebeard excels in physical attacks much like Zoro does, with huge swathes of enemies taken out at once. For one of his ultimate moves, he will grab the air and tilt the entire earth, causing every enemy to slide. It’s badass, and shows Whitebeard as the great Emperor the World Government fears. He even has the bonus of Conqueror Haki, which always makes crowd control much easier.
1. Luffy
Was anyone expecting that Luffy wouldn’t make it to number one? The Straw Hat Captain is one of the most versatile fighters, with a move set for every type of battle. His move set even changes depending on his outfit pre- or post-time-skip. Before, he can use Gear Two as a Full Force Burst, and some special moves in Gear Three at the sacrifice of becoming tiny afterward. Gear Two in the game is FAST too, thanks to Luffy’s already fast attacks. He’s able to pummel enemies with no problem.
Post-time skip Luffy is a whole different story, capable of decimating armies in seconds. He automatically reinforces most hits with Armament Haki. Every attack becomes a Gear Three move of some kind, and old Gear Three specials become combo finishers. He’s stupidly overpowered, then Luffy learns Gear Four. Turning into Bounceman changes Luffy to a Sky type, allowing quick traversal. He’s able to juggle many enemies at once thanks to the far-reaching attacks, and the charged combo finishers can kill hundreds.
Snakeman does the same but makes Luffy a Speed type instead. It’s okay, but largely not fleshed out enough by the time the game was shipped out. The game was well into development by the time it debuted, so it’s understandable. The move set leaves a lot to be desired though.
Final Thoughts
These are only the recommended Power type characters, and many are sure to come in the new DLC Pass. Everyone has a different character they prefer to gravitate toward though, whether it be Sky, Speed, or Technique type like the game offers. Each one still has something to offer for players though, and can be utilized in tons of different ways on the battlefield.
