There are plenty of antagonists in the world of One Piece, including those affiliated with the World Government and the Marines. One of those is Monkey D. Garp, the grandfather of Luffy. A powerful and influential figure with the Marines and a vice admiral, he is not someone you want to mess with. He is one of the strongest Marines of all time and has found himself as the Hero of the Marines. Despite having no devil fruit powers, his strength, speed, and durability have allowed him to go toe to toe with some of the strongest characters in One Piece. Still, there are still a few characters who would likely be able to defeat him during a brawl. Although it would be a close fight either way. 7. Gol D. Roger
You know that you are a powerful character whenever the Pirate King himself is your equal in battle. During the time of Gol D. Roger’s life, he and Garp clashed. It was the battle of pirate vs marine and it always seemed to end in a draw. However, with Garp claiming that the pair “had nearly killed one another” several times, a fight would be close.
It is very likely that a fight between these two characters would be a close one. The Pirate King would have the best shot of anyone when it comes to getting a victory. Especially since the two are old foes.
6. Rocks D. Xebec
While one of Garp’s accomplishments in the Marines was to defeat the Rocks Pirates, he never went up against their captain. With Rocks D. Xebec said to be a match and a rival to Gol D. Roger, it makes sense that their power levels are about the same.

Another character who has ties to the past in One Piece History is Whitebeard. A character who was called the “strongest man in the world” with the ability to destroy it. His devil fruit had the ability to create quakes of incredible power. Plus, he also had the ability to concentrate those shockwaves into his punches and kicks.
He could also use all three types of Haki in battle. This made him a deadly enemy to the World Government during their execution of Ace. While the battle would be close, the powers Whitebeard has at his disposal would likely aid in his victory.
4. Dracule Mihawk
Mihawk is renowned as the world’s greatest swordsman, a title he earned by defeating countless swordsmen and mastering the supreme level of swordsmanship. His power and skill are on a level that few can match. Mihawk wields the world’s strongest sword, known as “Yoru,” and possesses incredible precision and technique.
His swordsmanship is so advanced that he can effortlessly cut through massive battleships and even gigantic icebergs with a single slash. He can also engage in battles with multiple opponents simultaneously without breaking a sweat. Mihawk’s combat style is both elegant and lethal, and he rarely exerts himself. He rarely shows emotion and maintains a calm, collected demeanor, making him an intimidating figure. His mastery over the “Black Sword” move, a form of advanced utilization, cements his status as the world’s greatest swordsman.
3. Shanks
So far we’ve been looking at characters with Devil Fruit powers to back them up. Of course, they’d likely have an advantage over Garp. Shanks, however, has no power, just a specialization in Haki. Shanks has shown his ability to hold his own during battles with powerful figures like Kaido and Akain.
Additionally, Shanks was one of the main reasons that Luffy turned to piracy. Garp might let his emotions get the way while fighting him because of that. The battle between the two would be close, but Shanks’s power might allow him to get a win.
2. Kuzan
There is something special about the bond between a student and a mentor. However, this can very easily turn into something else when the pair are on opposite sides. Kuzan was a student of Garp and the pair were battle brothers until Kuzan joined the Blackbeard Pirates.
The pair battled once in the anime and the fighting was back and forth. Eventually, Kuzan’s own strength overpowered Garp’s, but the defeat was close. He has immense strength, the ability to control ice with his devil fruit, and the ability to use Haki. So it is very likely that a rematch would end in the Admiral’s defeat.

This is one of those cases where size doesn’t mean everything. While Big Mom is big she can do immense acts of physical strength and speed. She has destroyed battleships, and buildings, and might even destroy continents. Plus, her durability allows her to shrug off horrible blows, along with her Soru Soru no mi devil fruit that allows her to control the souls of those who feel fear around her. While it is debatable whether or not Monkey D Garp feels any fear, the brawl between these two would be immense. Two characters that rely on strength and durability to win fights means that the real loser is wherever they happen to be fighting!
Monkey D Garp Isn’t Unbeatable, But He’d Go Down Swinging!
Some of these fights happened in the story of One Piece, while others might be in the realm of fiction for now. However, no one can deny that for a human without any Devil Fruit Powers or Haki, there aren’t many who can match the strength of Monkey D. Garp. While the characters on this list might have a chance at beating him, the battles would be close.
