Probably the only Worst Generation member who’s still maintaining an air of mystery about them, Urouge is an enigma. Nobody quite knows what his goal is in the Grand Line, but we do know that he’s incredibly strong when it comes to a fight. His unknown Devil Fruit might be one of the most broken powers in the One Piece universe, but that’s only the beginning of questions surrounding him.

Who is Urouge?
Known as the Mad Monk, Urouge is from one of the Sky Islands around the Grand Line. That’s evident from his distinctive wings, a trait Sky Islanders share.. He’s also a member of the Worst Generation, eleven pirates that entered the Grand Line around the same time with massive bounties. He earns his too, with massive strength that only gets more and more busted as his Devil Fruit powers up. Urouge, for all his strength, is still the most unexplored member of the Worst Generation so far. Even Apoo has more focus at this point in the story, and Bonney is a new fan favorite after Egghead.
Nonetheless, the mystery around Urouge is still intriguing. He seems to be a former Holy Man, leading the Fallen Monk Pirates through the Grand Line. Being a Skypiean, it’s likely to involve Nika, the Sun God that’s worshiped by ancient civilizations like the Buccaneers. That means Urouge may have a vested interest in Luffy, especially now that he’s the living avatar of Nika in One Piece.
Worst Generation
While he certainly isn’t the most infamous of the Worst Generation by the standards set in One Piece lately, he was a big deal. Urouge had one of the higher bounties out of the original batch thanks to his incredible strength. Combine that with being a somewhat unknown from a Sky Island, and Urouge is definitely one that the Marines are more wary about, leading to the higher bounty. It’s something he seems to take delight in, enjoying taking part in fights and violence when it suits his needs.
That said, he knows when to pack up and run, like at Sabaody Archipelago. When Kuma and Kizaru both show up at the same time, he cuts out quickly, knowing that even his stupidly overpowered Devil Fruit could be no match. It’s something too, because up against a Logia made of light and a pirate known as the ‘Tyrant’, the Mad Monk isn’t even that crazy to stay and fight.
Unknown Devil Fruit
Urouge holds an un-named as of yet Paramecia Type Devil Fruit. This allows him to turn damage that he takes into strength proportionately. Essentially buffing himself up the more hits he takes. Obviously, this is a power that can be incredibly broken depending on how it’s written. Without getting to see Urouge in any kind of battle, though, it’s unclear. It’s unknown if he’s able to only tank so many hits or if he could have an infinite power-up cheat.
What is known is that he had his ass handed to him by an Emperor. While the Straw Hats are traipsing through Dressrosa to Whole Cake Island, Urouge decides to take on Shanks. For some stupid reason. Guess he finally thought he was strong enough after all this time. Instead, he’s proven incredibly wrong and his crew goes to hide and lick their wounds. Unfortunately for them, they almost come within inches of being destroyed by another Emperor.
Current Whereabouts
The Fallen Monk Pirates were last seen hanging out on a Sky Island somewhere in the New World. While they were injured from a fight with Shanks and the Red Hair Pirates, it doesn’t appear they’ve suffered losses. They think they’re safe, nursing wounds and trying to recover. Then Kaido suddenly falls from the sky, landing right beside them on the island cloud. Turns out, the Emperor was yet again trying to kill himself, no longer finding joy in life without someone stronger to fight.
It seems that Kaido ignores them as he leaves, stumbling off with a headache in a drunken stupor. Urouge is counting his blessings that they didn’t have to go against such a strong enemy this soon after their defeat. They’ve survived another day in the New World at this point, but their whereabouts since then are still unknown. Urouge and the Fallen Monk Pirates are still out in the New World, and with Luffy fully presenting as Nika, he may have his sights on the Straw Hats now.
